Start with the file type you already have
Assemble a four-page submission
Put a one-page cover first, a two-page application second, and a supporting page last. Use Move up and Move down before merging. Open the downloaded PDF and verify the four-page count, reading order, orientation, and page sizes. These controls move complete files; they do not reorder individual pages inside a source PDF.
The PDF workflow guide explains the sequence and checks. The merge page includes downloadable synthetic source files and their actual merged output so you can compare a known example.
When another workflow is needed
Image conversion embeds pictures and does not perform OCR. Large or differently sized sources create large or differently sized pages. Crop, rotate, and resize copies before conversion when consistent output matters. Password-protected or damaged PDFs may fail; this site does not unlock them. Interactive forms, signatures, bookmarks, and other document features need inspection in the final reader. Keep the originals until the recipient's requirements are met.
Mixed sizes and retained page text
The four-page fixture preserves 420 × 594, 400 × 600, 401 × 601, and 360 × 480-point pages. Open the recorded result and check the cover, both application pages, and support text in order. Signatures, forms, and bookmarks need separate checks.
